Committees & Work Groups - Citizens Advisory

Citizen participation is critical to the Harbor Estuary Program’s success both because public support of environmental programs is necessary for their implementation and because the HEP promotes partnerships with non-profit citizens groups as an efficient mechanism for accomplishing many of the CCMP actions.

The main mechanism for citizen input into the program is the Citizens Advisory Committee (CAC), co-chaired by Michelle Doran-McBean of Future City Inc. in Elizabeth, NJ and Roland Lewis of the Metropolitan Waterfront Alliance. The CAC holds four seats on the Management Committee (the two co-chairs and one other representative from each state) and has a joint representative to the Policy Committee with the Science and Technical Advisory Committee, Charles Warren. The CAC meets quarterly.

NOTE: The New York‐New Jersey Harbor Estuary Program (HEP) is a partner program and its members occasionally have conflicting positions on regulatory and management issues. One of HEP's roles is to facilitate the exchange of ideas and to work towards resolution of these issues. The opinions of individual agencies or committees do not necessarily reflect the opinion of the program as a whole.
