Targets & Goals
The Targets and Goals document was developed by the New York-New Jersey Harbor Estuary Program over the course of two years, and was approved by the HEP Policy Committee in April, 2004. These Targets and Goals were inspired by a successful similar effort that was completed by the Chesapeake Bay Program in 2000.
HEP’s Targets and Goals were not intended to replace the Comprehensive Conservation and Management Plan, but rather to assist the program in refocusing its efforts and guide budget and work plan development. The targets were specific outcomes to be achieved by the dates indicated and the goals defined levels of achievement. HEP has been making progress towards these targets and goals, but it was recognized early on that they would not be easily achieved.
